The definition of mulatto changed during the years and I think also by state. At one time free people of color were those who didn't fit the typical European/Arian look. Also, in some cases, determination of whether someone was mulatto was done purely by sight, not actually ethnic makeup. So when it comes to the term "mulatto' you can't generalize.
