I'll have to get back to this at a later time, but as far as getting him to leave Carroll County, I don't know what the specific statutes for Carroll County were, but many counties in NC had laws that forbade FPOC from moving into the county. Since the info says he was there 6 years, that means he moved from somewhere else and it could be that they just wanted him to leave Carroll County b/c he wasn't originally from there.
