Free Papers ?

My father's family had a bill of sale dated 4/6/17 (family oral history says that the date was 1792.
It read;

J Roorblach Esq. City of Albany Ny, in consideration of the sum of 83 pounds 18 shillings&3 pence paid bt Phillip Wendell of said city at and before the sealing deliveryof this present document.The recipt of said wench I do hereby acknowledge bargained,sold and confirmed and by there those present do bargain sell and confirm onto the said Phillip Wendell,Negro wench slave named Grace to be his Afrigani forever.

My questions; Is this enough info to begin a research? How can I research this info without the original document?

Is this the standard wording of a bill of sale of this kind?
Is it unusual for a slave to be sold in Albany, NY?

Also found that annother ancestor, George Butler carried "free papers" written on Aug 2 1836, signed by a B.I Sommer(or Sommes)does this mean he was born free, and why were these kind of papers needed?
Does this mean he was the child of slaves? (or ex slaves?)

He travelled to Philly.
lived in Charles county Maryland.
Carried a "certificate of personal knoledge" signed by;

Hon. John Sargent
Hon.Horace beiney
Hon. John Waterman(?)

What is a certificate of personal knoweledge?
Why would this be needed?
