help in interpreting this record

I found a record of one of my relatives in the St. Landry Parish courthouse thats very interesting. Can someone tell me what this record is really saying?

Know all Men by these Presenis, that Don Louis Louis SAM of the State of Louisiana and Parish of St. Landry and Sylvestre MORALE of the same state and parish of Lafayette Parish both f.m.c. are held and firmly bound unto Alexander Mouton, Governor of the aforesaid state, and his successors in office, in the sum of three hundred dollars. for the payment of which; well and truly to be made,they bind themselves, their heirs,executors and admiistrators,jointly and severally: In Witness Whereof, They have herunto signed at Opelousas, this Fourth day of February in the year 1843. The condition of the above obligation is such, that Whereas the above bound,Don Louis Louis SAM,f.m.c. has this day obtained, license to marry Miss Azelie Hernandez, f.w.c.( Don Louis was the brother of my ggg grandfather, Jean Pierre SAM). And who is Sylvestre MORALE??
