Would you be talking about the Registers of Free Negroes? I have a book that contains the Register of Free Negroes in Pittsylvania County, VA, but I don't have any of the other counties. The purpose of this listing was not really for tax purposes, but to comply with the laws that required all Free Negroes in Virginia to register in the county they lived in. The only list for tax purposes I know of would be the one you already mentioned, the Personal Property Tax Lists.
