I searched through the federal pension files and couldn't find anything for him, or anyone with the Ruff surname from Bedford County.

Paul Heinegg's book does mention a Ruff family, and it appears to be the same Ruff petitioner to the state legislature. Is there an alternate spelling to this surname that you've found in the records?
