I don't have the call or reference number, but believe that the records are available on microfilm. The Library of Virginia has a black binder in the microfilm research area, that lists all of the records they have on Free Blacks/Negroes by county and city. I think the Norfolk County register is listed in that"
Hello Hollis,

The "black binder" you reference, hopefully it includes Bedford County, VA.

I'm researching some ALLEN ancestors (FPOC's) who are first found in the 1840 Census for Ross County, Ohio, the HOH is Charles ALLEN. In the 1850 Census for Ohio I find the Charles AlLLEN family still in Ross County, Ohio, but his son, a 3rd great-grandfather of mine, Peter ALLEN, is now married and living in Pickaway County, Ohio.

Peter ALLEN, who becomes a USCT during the Civil War (CW) has his birthplace listed as Bedford County, VA in 1820, this is from his CW Service Record. Peter dies in 1877,his wife died in 1874, and there was no known attempt to secure a CW pension.

My dilemma is in trying to find who may have manumitted this ALLEN family, when and where. It appears they may have been freed sometime in the 1830-1836 timeframe as Charles and his wife, Martha P. ALLEN have children born in Ohio beginning with 1837. I'm hoping the "black binder" may be of some help in pointing me in the right direction.

All help is most appreciated and THANKS for anything you might be able to provide.

Art Thomas
