Yes, we know the name of the Monthly Meeting in VA, in fact, have court evidence of their freedom. At this point, our concern (among others) is developing a timeline to confirm the place of emigration into the State of Ohio. Thus, the reason for attempting to find a register which includes their name, etc. In fact, according to a 1820 US Federal Census for Belmont County, OH, several other FPOC were in this state and with the exception of Sam Wooten, their names are not listed on the Belmont County, Ohio Register of Mulattos and Free Blacks currently in our possession. It may be that not all FPOC who did remain in the state, registered for ecominical purposes. Also, perhaps, the local law enforcers, "looked the other way." This is a hard issue to clarify.
