Most Virginia personal property tax collectors used lists with white/black columns for free persons and slaves. Tax collectors would list free African Americans in the white column. However, there were so many free African Americans in Surry County in 1791 that the tax collector used a column titled "No. of White and other free tithes."
I have the microfilm of the personal property tax lists from 1782-1816 and can do lookups for the next few days.
