Although the Civil War ended in April 1865, there was still some doubt as to the status of slaves until the 13th Amendment was passed in December 1865. It was the "Radical" Republicans in Congress who ultimately freed the slaves, not Abraham Lincoln or his Emancipation Proclamation.
