Virginia does have these records for the immediate year after the Civil War as a result of a state law. I have used the records for Hanover County at the Court House. I did not need an appointment as they were on a desk in the Clerk's Office. Someone had copied the original information in long hand unto legal lined sheets which I was able to zerox.
