The Personal Property Tax Lists for Virginia in 1813 listed all free Negroes over the age of 16. Most counties misunderstood the law and mistakenly listed women as well, so this is as good or better than the 1810 census.
From 1802 to 1804 the commissioners of revenue made lists which resemble the census of 1850, including all members of the household. I have a copy of the one for Westmoreland, one for the lower half of Lunenburg and one for at least part of Accomack. I also have a page from the one for Surry but have been unable to get the remainder. The original is at the courthouse. I think these lists for most counties are filed with the loose court papers. I don't believe they have been microfilmed by the Library of Virginia. They would be a fantastic resource!
