Good question........FPOC registration requirements can become a confusing issue. )
As I understand them, they were enacted at the State level and administered in a somewhat haphazard way at the County level.
For example, Ohio, never a Slave state, enacted Black Codes in 1804 after becoming a State in 1803 requiring Blacks entering the State to file their manumission/free papers in the Ohio County they chose to reside in. I have FPOC ancestors that registered in Champaign County, Ohio (1813), relocated to Shelby County, then Miami County, but never refiled (?) their freedom papers in the latter counties.
