Interesting Paul, this sounds like the lists generated by the Virginia Law passed in 1801, separate from the law passed in 1793 which required the Free Negro Registers.

Black Laws of Virginia - June Purcell Guild page 95

1801 Chapter 70 - "It is the duty of the commissioners of the revenue annually to return a complete list of all Free Negroes within their districts, with their names, sex, place of abode, and trades; a copy of the list shall be fixed at the courthouse door"

Some counties kept both, others only 1 or the other (or at least I have only found 1 or the other). When I was researching Henry County, Virginia, I could only find the Commissioner of Revenue Lists, and references of Free Negroes "registering" in the County Court Order books, but no register.

When you finish transcribing it will be interesting to compare the 2 lists.
