The Ohio Genealogical Society (OGS) has a member's statewide database that includes "African-Americans Migrating to Ohio, 1861-1863". If you're looking for a specific individual, or those coming into a particular county, as an OGS member I can check that database for you. www.ogs.org

Also, I remember seeing this listing in an issue(s) of the Ohio Genealogy Society Quarterly (OGSQ) , or one of the other OGS publications I receive. Hopefully I can find the issue(s) in my materials.
