I am searching for advice on how I might find who manumitted Thomas Freeman in Caroline County, Va. Thomas Freeman was identified as a free person of color who acquired land in Livingston Parish, La.

"...According to an article in the Hammond Vindicator (Thursday, June 26, 1975), the last Spanish recording in the Conveyance Records of Saint Helena Parish [Louisiana] was done by Thomas Freeman. The date was written in Spanish. It was translated as September 19, 1810....

To whom It May Concern: Be it known that Thomas Freeman of the County of Ohio, Corporation of Wheeling, and State of Virginia, is a free man and hath been acknowledged and known as such from the exhibition of his papers of Mammonian [manumission] regularly recorded in the County of Caroline in the state aforementioned and attested by the Clerk of said county. The document ended with a few lines written in Spanish and the signatures of Thomas Freeman and others....
