Abstract: Residents ask that Harriet Cook, a free woman of color who sustained "a high character," be permitted to remain in the state. She is religious, honest, and a "valuable member of Society." In addition, it would be a "serious inconvenience" for a number of people in Leesburg to be deprived of her services as a laundress.

Abstract: Twelve residents of Loudoun County request that the applications of freed slaves Billy Watson and Harriet Cook to remain in the county be rejected. The law, they note, places "the remedy in such cases where it ought to be," in the city and county courts.
