There is a Jacob Proctor listed in the
"Head of Households" - First Federal Census for Maryland - 1790.

He resided in Charles County Maryland, and was listed as "Mulatto", with one other "free" person residing in his household.

He did NOT own any slaves.

Could this possibly be your "Jacob Proctor"?
