Linda, Good question ... I'm not sure what the process was with the documentation the FPOC person provided after proving their status as a 'free person'. I do know that another aspect of these registrations is that they were not universally and rigidly applied in all Ohio counties. As a matter of fact the influx of non-free blacks (fugitive slaves) into Ohio, Indiana, Illinois and Michigan ... free states craved out of the old Northwest Territory... thru the UGRR was greatly responsible for the passage of the 2nd Fugitive Slave Law of 1850. And free blacks in those States, reagrdless of their birth status, were heavily involved in the aid to their AA brethern during the UGRR movement. http://tinyurl.com/64tqrl7
