Abstract: Rockbridge County residents support Scipio Lucas in his effort to remain in Virginia. While they support the general provisions of the law requiring proof of "extraordinary merit" for emancipated slaves wishing to remain in the state, they hope an exception will be granted. Lucas is about fifty years old, an able mechanic, and married with a number of children. He has purchased his wife, Peggy, out of slavery. His former owner, Reverend John D. Ewing, as well as many others, could "scarcely speak too highly of [his] integrity and Moral Character."
