If Georgia is like most slave holding States, FPOC's were registered at the County level and they were 'required' to register at regular intervals. I seriously doubt if there is a single 'register' of FPOC for the State of Georgia. A google search on Free Persons of Color in Georgia provided these hits.

You may have to search by county and time period (year) to locate any listings for Georgia FPOC.
