Hi,
Depending on who Joe tested with he can submit his results to several sites. Since you say his Y DNA haplogroup is E3a, it appears he tested with FTDNA. If he only did the Y DNA test with FTDNA he can submit his results to www.YSearch.org. If he tested with Ancestry.com, I think he can also upload his results to YSearch.
If he tested with 23andMe and has autosomal/admixture results, he can submit his results/raw data to www.gedmatch.com. Also he can submit his raw data from 23andMe to FTDNA's FamilyFinder for a fee of $89.00.
