For anyone watching this thread-
On tuesday, Dec 6th, I called for "Dr. Patricia Holness" at the RGD. I spent 8 minutes on the phone (international long-distance, no less) talking to somebody who said they would pass the information on to her. This person also had trouble with my number that I was given when I applied for my certificates and was unable to look them up.

Then on wednesday, Dec 7th, I recieved a call from Dr. Holness herself. We talked very breifly about what was happening, and she asked me to verify the number, which she also could not look up. She then said she would call me back "in a half hour". It has since been almost 24 hours and I have not heard back from her, either. I wish there was someone I could talk to there when even the head of the department is unable to do anything...
