I am not sure whether I should feel relieved or gravely disappointed that the RGD is not only useless to people (like myself) who went to Jamaica as tourists and live in the states.
My wife and I wed in Jamaica this June. We have spent the past two months now trying to obtain duplicate marriage certificates from the RGD after losing our originals. The office has been utterly useless. The website is a joke, of the two email addresses I found there, one is invalid and nobody ever answers the other! The chat room is never occupied, either.
I have also called them (international long distance...) three times, not succeeding in getting ahold of anyone until the third call. After a five minute call (over a week ago now) I was promised that I would be contacted by the RGD by email. No such contact has been made yet...

I have now contacted the Jamaica Embassy and Consulate. I hope that they can be of help.
