Can you be more specific ? i.e. William Bryant died January 22, 1991 in Pittsburg, Allegheny Couty, Pennsylvannia.

What you've done here is not the norm. Normally you apply for a copy of the SS-5 application under the freedom of information act. I can't tell from what you've written, that the information does not exist or that the person you spoke with just did not have the information. If you do not have a copy of your father's SS-5 Application and you know his social security number, I strongly recommend that you get a copy.
Scroll down to "Form SSA-711"
click on the link SSA-711. Fill out the form online. They take all credit cards.

I'm not sure I agree with this but as her sister, in most states, you're entitled to get a copy of her birth certifcate. If you know the date of her birth then you only need to apply for a copy of her birth certificate from at most 2 states. It would cost at most around $25.
I assume your sister is deceased, you may be better served if you get a copy of her obituary since it might list her some of her paternal relatives.
