Have you tried the Savannah City Directories, the main library on Bull at 37th St. have copies from the mid 1880's to present day. This will list where he was living and where or if he was working.
As for not finding a DC for George in 1916, remember that Ga. just started to require the recording of death, marriage and births by the state about that time.
