Your KEMP ancestor would have been residing, continuously, in Indian Territory, now Oklahoma, from about 1866 to 1906 to have been enrolled as a Cherokee citizen by the Dawes Commission.

Robert Theodore has to connect to the Alex KEMP family who were the only family enrolled as Cherokee Freedmen by the Dawes Commission on application #535. (Index to the Cherokee Freedmen Enrollment Cards of the Dawes Commission, 1901-1906, Jo Ann Curls Page).

Alex KEMP was the son of Alexander KEMP and Delilah SMITH; his wife, Christie, was the dau of John & Causby BEAN. Their children, alive in 1910, Cherokee County, Oklahoma, were:

Florence, dau
Clarence, son
Rosco, son
Violet, dau
Luell, dau

This is the only KEMP family on the Cherokee Dawes Roll.

Freedmen were ex-slaves of Cherokee Citizens.
