If I am not mistaken Peyton Flournoy was the first african-american police chief in Palmyra,NJ. Palmyra, NJ(Burlington County) is directly across the bridge from Philadelphia,PA. He would have been chief around 15 or 20 yrs ago. I did not know the family but would read about him in the local county paper. I wish that
