Looks like another case of census taker bad spelling... I see Edith Westbrook listed next to the family as mother, William WestBooks , Sam, Alice son Luthor (perhaps)and neice Ida or Ada or Alce Mence (?) and Coot Westbook (in the index as Westbrook) on next page.

I am not a good reader of handwriting but am sure that this is one family with a mis-spelling from WestBook to Westbrooks.
